Work is expected to start in August on the £12 million final phase of the regeneration of the 1,500 homes Lisson Green estate in Marylebone, London following completion of a comprehensive design project by Haywards Property Services, a division of the Erinaceous Group.
Haywards Property Services has also been appointed to project manage the 27 month regeneration programme and City West Homes Ltd, the City of Westminster Council ALMO (Arms Length Management Organisation) is expected to announce the name of the contractor within weeks.
Regeneration of Lisson Green, one of the largest public sector estates in the capital, began in 1994 and will have cost in excess of £60 million when completed by the end of 2005.
A key element of the latest improvements will be a £900,000 community facility incorporating an ICT training suite, a 46-place children’s play facility and office accommodation for community organisations and estate office. The play facility will be operated in conjunction with Westminster Church Street Sure Start Partnership.
Ken Hackney, a Director of Erinaceous Group, said: “The final phase will significantly improve facilities for residents on Lisson Green and we will strive to keep disruption to a minimum.
“We have a good working relationship with all the various parties involved in this project. Not only has Haywards Property Services led the design of this works phase but we have also been responsible for the development of the whole regeneration scheme over the past two and a half years, which has included economic and community development.”
The programme will involve the demolition and the rebuilding of stairwells, lifts and refuse chutes at Dinton, Fingest, Turville and Wycombe Houses; and new pitched roofs, door and window replacement and new external elevation surface treatment to Dinton, Fingest, and Wycombe Houses.
New stage entryphone systems will be installed to Dinton, Fingest, Turville and Wycombe Houses; and ground floor garages at Wycombe House will be converted to provide new entrances to flats from Bernhardt Crescent and additional accommodation space within dwellings. A new escape stairwell will be constructed at Missenden House and the closing of pedestrian only routes under Dinton House. The retail shop units on the ground floor of Dinton House will be relocated to the western end of Fingest House.
Other work will include alterations to existing roads and footpaths and lighting with the aim of seeking road adoption by the Highways Department; improvements to common external areas, security lighting and opening up of external areas to improve surveillance; and the conversion of existing retail and estate office units on the ground floors of Dinton and Fingest Houses into 11 two bed flats on behalf of Genesis Housing Group
Running concurrently with Phase 9 will be the final phase of a new build programme at Lisson Green by Genesis Housing Group. Genesis, which incorporates Paddington Churches Housing Association, the City Council’s original partner, has been the RSL development partner at Lisson Green since the inception of the programme.
This final phase will see the demolition of the former City West Homes block Chetwode House and the construction of 28 two-bed flats on the cleared site.
Haywards Property Services are engaged by Genesis to provide planning supervisor and employers agent services on this £3 million project of demolition and design and construct contract, due to start on site this month. (July)

In May 2003, the three divisions WMS Haywards Ltd, Kennedy Haywards Ltd and Haywards Fineman Lever Ltd became a single operational division, called Haywards Property Services.
WMS Haywards Ltd has been the leading property services company operating in the public sector. The customer base includes major residential landlords such as Dorrington Investment plc and Cadogan Estates, public sector clients such as Westminster City Council, the London Boroughs of Croydon, Ealing, Haringey and Sutton and commercial clients such as EMAP and TXU Energi.
Haywards Fineman Lever Ltd is the private sector estate management division of the group. This company provides management services to blocks of flats mainly in the Greater London area and currently has over 13,000 residential units under management.
Haywards Fineman Lever is a corporate member of the Royal Institution of Chartered Surveyors and is the only major Central London property management company, which is directly regulated by the RICS.
